Fully agree that JJ's agent had already gotten a read on the market before he was cut. Now the issue is to piece together the best deal to meet his wants and needs. He wants to get paid but maybe is willing to forego some money for a more favorable situation in terms of winning. What's the magic "just right" situation? That's where the negotiations take time. Weigh the different teams and dollars and let the pot boil for a while to find the sweet spot.
Maybe he does a sweetheart deal to play with his brothers in Pittsburgh, or maybe the more desirable teams all lowball him and in the end he just says screw it and takes the money. This may take a few more weeks.
I'm not sweating it because while I think JJ has value to the Packers at a certain price, his "Reggie White-like" difference maker days seem to be behind him so if he goes elsewhere I'm not going to worry that the Packers missed out on a guy who tilts the field on defense.
