The team let their vet backup - Tim Boyle - walk in FA. That left Rodgers and Love as the only QBs on the roster. Packer brass acknowledges the dispute with Rodgers and that he's not going to participate in OTAs etc because of either contentious contract negotiations, or because he won't be on the team. That leaves Love as the only QB. They need arms, and they don't want to be limited by having only inexperienced QBs to run the installs for everyone, they want a veteran and preferably one who is familiar with at least some of what ML is doing, hence Gute's comments about wanting a vet.
I agree with Pack above, if the Rodgers thing is settled, Bortles gets cut and Love is the back up. If he gets traded, then Love is your presumed starter with Bortles as the backup.
