My only guess is that technically the Personal Conduct rule is addressed in the CBA but the rule itself includes owners. That’s in Article 46.

Bingo. She laid down the tracks and took a shot across the bow as sort of a warning. It was very interesting language. Smart in a way, from a legal standpoint. I agree with you on this 100%

Owner Stephen Ross has been fined $1.5 million and suspended through October 17th, 2022.

The NFL investigation into the Dolphins found 3 instances of tampering — two with Tom Brady, and one with Sean Payton.

Talks with Brady focused on him becoming a "limited partner in the Dolphins."

Roger Goodell described the violations as "unprecedented in scope and severity."
 
I don’t think the owners have much if any say in this one. It’s much more a legal issue, do you risk bumping a suspension and then take your chances with the SDNY.

But don't you think all owners are on conference call saying yes or no to an appeal of this?

League went easy on him should have took his team away

And we know that how? Jones has a long history so there’s that also. And with no criminal charges on Watson obvious no force was used and also Robinson made that point also
