Not sure where else this goes but this seems completely absurd to me.
 
Does not the NFL have this also? That the DL can't make a move to cause the OL to jump?
In the NFL the D can shift, the penalty happens when they violate the neutral zone before the snap and that causes the OL to jump. This rule seems like they’re saying the DL and LBs can’t even shift along the line if it causes the OL to jump.
 

so it is completely up to the judgment of the official as to whether the dl movement was a "deliberate attempt to mirror the beginning of a get off with a sudden movement" or not. i foresee many arguments with referees forthcoming. guru(
