So Right now Packers are $2.35 million over the cap here is what can be added still

Tonyan either $3.38 million or $4.77 million

Lancaster, Nickerson, Sullivan are also RFA but I don't think any of them are even worth the $2.1 million of right of first refusal tender.

Lazard, Nijman, Taylor, and Ramsey are all ERFA and based on last year would make 750K each of tendered. I tender Lazard and Nijman for sure not sure I do it for Taylor or Ramsey

So with that said depending on Tonyan tender you are looking to add either $4.88 or $6.27 million to the cap meaning you are looking at having to cut $7.23 million or $8.62 million from the cap just to be under by the new league year.

You would have to cut even more if you would want to sign anyone at all in FA. You also have to figure in a way to cut salary to sign your draft picks. This is why we should expect little to nothing at all in FA this year in terms of Packers signing players.
 
GB can still make some salary adjustments to make a play for one decent free agent, but the big question is do they have the smarts to make a play for the right player who could make a big difference.
I’d like to see them go after DT Dalvin Tomlinson and supplement that with one smart DL draft pick.
That could fix the DL for years.
Only way to do this is to restructure Rodgers and extend Smith just doing one will likely get you under the cap and maybe have enough to sign your draft picks. This is going to be a year Packers will likely sign no one in FA and just use the draft to add players.
 
Right now the smartest thing to do is add couple years to Z Smith contract perhaps even make them voidable. But you then take his base salary and roster bonus for this year convert it into a SB as that would save about $10 to $10.5 on the cap this year. That would get you under the cap and close to enough to sign your draft picks. You won't have anything to use in FA though unless you go to Rodgers to redo his deal also.

An extension of both Adams and Z-Smith would save ~$20M this year. Releasing Lowry and J-Jackson would save almost another $5M.
Those moves could allow them to get under the cap, take care of RFA/ERFA/draft class and still be able to sign one difference maker in FA.

Adams won't get you much he is due to make $14 million this year. When he gets paid he will be among if not the highest paid WR in the NFL. Packers have liked to give out most of their guarantee in a signing bonus. If you pay our 40-50 million in a signing bonus that will be around 10 million a year prorated and even if you make his base salary say 1 million you might save 3-4 million on the cap that's not much savings.

I don't think the extensions are a question of them being smart enough so much as them being willing to put together the deals that need to be done and players/agents willing to take the money now rather than in a "potentially" more lucrative FA market next off-season.

They also have to have the willpower to part with guys like Jackson and Lowry who are just plain underperforming to their deals.

Lastly there's the elephant in the room - a redo/restructure of Rodgers. Some like the idea, some hate it. I really don't give a crap either way as long as they do what's best for the team to compete for a championship for the next couple of seasons. After that cut or trade Rodgers if you want to (or need to) move on, eat dead CAP for a year, and then rebuild.

I will reference the structure of Bak’s contract as an example.
They can make the numbers work with 2nd and 3rd year bonuses and a slightly lower signing bonus
 
Can confirm @TomPelissero's report that OT Billy Turner has joined in helping the #Packers get under the cap by having part of his $5.525M in total salary turned into a signing bonus. After the Preston Smith $4M pay cut, GB was about $1.5M over the cap. This might get them under.

Some teams and looks like agents are looking @ 2023 as the “pop”’year for the cap. I am looking at SB as much as i am guaranteed at signing, voidable years and overall structure as roster bonus payouts. Also many are expecting another round of cap bumps with gambling sponsorships, not a matter of if but a matter of when
