So after this signing, ~10 million left in cap space? Might be able to slip in one more absolute basement bargain ILB or DL before the draft?

That's my understanding as well. Between the draft and yearly rollover, we are pretty much all spent on FA money. They will want too carry over an amount to resign a player or 2 this season.
 
Cook has always had questionable hands, but he's also never had a QB who was any good. It will be interesting to see how he fits into the puzzle. Great speed in the seam though.
This also leaves the Packers without a true blocking TE. There was some talk that they may use JC Tretter there at times.

Now if they can get a decent d-lineman or 2 in the draft and a MLB I would be content.

You really can't you have Lacy, Sitton,Lang,Perry,Jones,Bahk,Hyde,Tretter,Barrington
and now Cook all looking to get paid after next season.... he has to save some and get 1-2 done OR they go for broke this season and blow it up and start over next year. But then you're wasting a franchise QB sh))

Size - almost identical, Cook is 1/4" taller & 3 lbs. heavier.
Arms & hands - couldn't find info on Finley, but Cook has long arms at 35 3/4" and large hands at 10 1/2"
Age - again, almost identical. Cook is two weeks younger.

40 yard sprint - Cook, significantly faster, 4.5 seconds to 4.82. (better at 10 & 20 yard splits, too) In fairness, Finley reportedly had run in the 4.65 range other times.
Vertical jump - Cook, by a lot, 41 inches to 27.5 in.
Broad jump - Cook, by a bit, 10'3" to 9'9".
Bench press reps - Cook, 23 to 20.

20 yard shuttle - Finley by 4.38 to 4.56
