I'm no expert, so feel free to correct. What if....

Rodgers days in GB are done. Dude says he intends to make a decision on retirement before free agency and hinted that it could be before a franchise tag decision on Adams has to be made. There may be good reason. Packers could then slap a non-exclusive franchise tag on Adams, allowing Adams to negotiate with other teams, and ensuring Packers two 1st round picks if they choose not to match. This is a package deal scenario keeping within NFL rules, yet allows Rodgers the ability to talk/negotiate with teams he's interested in being traded to per last year's Packers-Rodgers agreement, using Adams as incentive and guaranteeing the Packers at least two first round picks and getting out of cap hell. Could this have been set up between Pack and Rodgers? Or am I all wet and don't understand the rules?
Thing is no team will pay Adams what he wants and give GB 2 1st. If GB would tag adams to move him they would likely allow him to seek out a contract with new team once that's done GB would talk trade comp resulting in at best 1 first round pick maybe even only a 2nd round back in return.

Still would need to account for $20.12 million even with non exclusive tag so major cap gymnastics would need to happen. Then the organization would have to grant rights to Team Rodgers to negotiate a deal (unlikely).

Then the $20.12M does not hit cap, correct? (Asking because I don't know.) Using that assumption is why I created my above scenario. Yes, it would cost two 1st round picks, but would be mitigated if team knew they were now getting Rodgers at a low cost. Everyone is happy - a team gets Rodgers and Adams, Rodgers and Adams are happy to be together, Packers get picks. Everyone except Goodell since this implies some under-the-table agreements...

The cap hit applies as soon as you apply it. No grace period
 
Yes, but don't the Packers have until March 16 to be under? If he's gone by then (Adams receives offer that Packers decline to match) then it comes off in time, correct?
