No's 1-2 were MVP seasons. No 5 resulted in a NFC title game.
Everyone thought Favre was unique but Rodgers was really 1-of-1. Things worked for him that just have not and will not work for anyone else, to the point where stat comparisons just break down and don't offer anything useful.

That new language in item (d) is poor, too vague. The additions in item (a) are all that’s needed.

I am guessing Packers worked with league and teams that were on fence that voted no to change the language to get the 24 votes needed to pass it. Probably still going to be a close vote to get the 24 votes needed.
