I think MKE was hoping he would not take it but he did. They screwed up offering it hoping he would not take it and get a draft pick for a guy who's lost a lot after his arm surgery. MKE going to pay him $30 million for next year $20 million QO and the $10 million he got from declining his player option.

i don't pretend to understand how contracts in baseball work. did the brewers have to make a "qualifying offer" (whatever that is), and if not, why did they?

No they did not have to make a qualifying offer but then he would have been free to sign with any team and the Brewers would have not got a draft pick. Instead they made a qualifying offer which was over $20 million for one year. Woodruff option was to accept that offer or turn it down and become a FA to seek a better deal but MKE would have been given a draft pick at the end of the 1st round had he turned it down and signed with a new team.

okay, so why didn't they just offer $20 million if they didn't really want him back?

IMO they wanted the draft pick that would have went with him leaving and they had hoped he would have turned down the offer they made to try to secure a multi year contract with another team. It was a gamble on the Brewers part and Woodruff decided $20 million one year was probably better then he could do on open market. I worry if he can stay healthy for a full season. Plus his fastball lost like 3 mph last year and now sits in the low 90s.
