I think you get the idea. A guy on the reserve squad who's learning the system, who can be activated if needed. Someone that you promise will get a fair shot at the back up next year. You pay them as much as you can to gain allegiance. They don't have to leave when someone claims them.
You really think a practice squad player would stay over getting a shot at being on a 53? And I think by rule of claimed you go unless your elevated to the 53

Yes, and they do it all the time now, with the new rules where you can bring the guys up for specific games as the season progresses. Take a look at some of the practice squad rosters out there and you'll see it's becoming more common. Especially when a guy figures that if he does the yo-yo thing this year, he's probably going to be on the full time roster next year.
