I think it should be mandatory, just like helmets. It's not that uncomfortable, from what I've been told.
 
I read often in under 18 leagues they are often required. If the kids are use to wearing them playing then why not just make them wear it in minors and pros.
 
I can get why these guys are saying that, but after having seen the video... in my 25+ years of playing, watching, and coaching hockey the incident was anything but accidental. The most charitable interpretation is the offending player meant to kick his skate up, but didn't mean to kick him in the throat.

My attorney eye looks and sees a guy who should be facing, at a minimum, negligent homicide charges.
